Trusted AI Governance: Florida’s Path Forward A Framework for State Leaders to Balance Innovation and Responsibility

By Leanne Lapp, Florida Technology Leader, IBM

When organizations step back from emerging technology, they do not protect themselves—they fall behind. The challenge is not whether to govern AI; it is how to govern it responsibly, so innovation and safeguards grow together. Why Florida’s Instinct Is Right—But the Answer Isn’t to Pause Florida’s recent proposals—an “AI Bill of Rights” and new oversight for high-risk AI—show an instinct that is exactly right. You understand something essential: technology adoption requires public trust. And trust comes when systems are transparent, explainable, and fair.

When I look at Florida, I see enormous potential. You have one of the strongest university systems in the country, with institutions committed to teaching and advancing AI the right way. You have a growing economy, ready to attract both companies and skilled talent. What is needed now is a framework that turns these assets into a durable foundation for responsible growth. What Trusted AI Looks Like

Florida stands at a crossroads. State leaders clearly see the opportunity in Artificial Intelligence—modernizing services, attracting talent, and growing the economy. At the same time, they see the responsibility that comes with it. Citizens must be protected. Systems must be accountable. Progress must be trusted. This balance—between innovation and responsibility—is where Florida can secure long-term advantage. I’ve spent the past several years working with government leaders on this exact challenge.
